I haven't heard about grabbing an enemy for questioning but you can shake them down by sneaking up on them and pressing L1, Snake will tell them to freeze, let go of L1 and press triangle, Snake will start patting them down, keep pressing triangle when it says and you'll get items from them.
You use it from your inventory. It is a way of allowing you to place items where you want them instead of simply dropping them randomly.
